Analysing and Reporting the Implementation of Electronic Learning in Europe (ARIEL) was selected under the EC eLearning Programme Observatories Projects in 2003. According to the original project description:

As an international joint project of the type "observatory" ARIEL monitors and analyses e-learning activities in Europe - especially projects funded by EU programmes and initiatives such as SOCRATES, LEONARDO DA VINCI, ETEN, ECONTENT and the E-LEARNING INITIATIVE. It focuses on the question [of] if and how far European SMEs are supported by e-learning in their ability to act successfully in an integrating and enlarging European market.
